  16. <p>Exasperated by the giant's slide, the board reshuffles the top
  17. brass
  18. </p>
  19. <p>     Sitting on the board of a company that has lost $6.5 billion
  20. in just two years can be an exasperating experience. Last Monday
  21. the beleaguered directors of General Motors decided that enough
  22. was enough. In the most sweeping top-management reorganization
  23. since 1920, they demoted two top executives and sharply
  24. circumscribed the powers--and possibly the future--of
  25. chairman Robert C. Stempel.

  27. <p>     Lloyd Reuss, 55, was demoted from president to executive
  28. vice president (his successor: John F. Smith Jr., 54, head of
  29. GM's profitable foreign operations); Robert T. O'Connell, 53,
  30. was bumped from executive V.P. and chief financial officer to
  31. senior V.P. Those moves had been expected since late last year,
  32. when outside directors began grousing about GM's inability to
  33. halt its slide. Last year the company's U.S. operations lost $7
  34. billion, forcing GM to close 21 plants and eliminate 74,000 jobs
  35. by 1995.

  37. <p>     The management shake-up was orchestrated by retired
  38. Procter & Gamble chairman John Smale. In a break with company
  39. tradition, Smale became chairman of the important executive
  40. committee, a job previously reserved for inside directors. His
  41. elevation left many around Detroit wondering how long Stempel,
  42. 58, would be at the wheel. Last Thursday Smale attempted to ease
  43. Stempel's humiliation by vowing that the chairman retained the
  44. "full support and confidence" of the board in his efforts to
  45. improve GM's North American operations. That will be no small
  46. trick: analysts estimate that GM lost up to $400 million in the
  47. first quarter of this year.
